Labs still being set up no longer look broken

If a lab's setup didn't finish, its public page used to say it didn't exist. Now it explains that the lab is still being set up.

• The public page says This lab is still being set up
• Unfinished labs stay out of the lists on Discover
• Your home page marks them Setup unfinished, so you can pick them up
